Plain English

Glen Cove Code of Ordinances ch. 168 § 168-80 establishes that owners and lessors of residential premises bear primary responsibility for compliance with local housing standards, regardless of any private agreements that might shift that duty to operators or occupants. The rule covers a broad range of obligations, including maintaining service facilities, supplying adequate heat and hot water, conducting independent equipment inspections, posting maximum occupancy notices, and ensuring proper garbage and refuse removal. A written agreement with occupants can shift the heat and hot water responsibility, but all other duties remain with the owner or lessor by default.

For Property Managers

Under Glen Cove Code ch. 168 § 168-80, compliant property owners and lessors generally keep service facilities in proper working order, arrange for independent inspections and testing of building systems, and file the required reports. They post clearly visible notices of maximum permitted occupancy in designated areas and arrange private carting for garbage, refuse, and junk removal—supplementing any municipal collection when needed. Owners who wish to transfer heat and hot water responsibilities to occupants do so only through a written agreement, and even then remain accountable for all other housing-standard obligations under this section.

For Tenants

Section 168-80 of the Glen Cove Code of Ordinances gives occupants a strong baseline of protection: owners and lessors cannot escape their housing-standard duties simply by pointing to a lease clause or a side agreement with an operator. If a tenant experiences problems such as inadequate heat, hot water, unaddressed refuse, or missing occupancy postings, those conditions may constitute violations of this provision that can be raised with local code-enforcement authorities or cited as a defense in relevant proceedings. Tenants who believe their landlord is not meeting these obligations may consider contacting the City of Glen Cove's code enforcement office or reaching out to a local tenant-rights organization for general information about available options.
