Section 168-81 of Glen Cove's Code of Ordinances, Chapter 168, establishes a broad set of housing-standards responsibilities that fall on the operators of residential premises. The rule covers a wide range of conditions—from limiting occupancy to posted maximums and keeping exits clear, to maintaining plumbing, heating, and electrical systems in good working order, to pest extermination and proper garbage disposal. Operators are also required to keep walls, floors, ceilings, and common areas clean and sanitary, and to manage screens. The provision makes clear that compliance with Part 2's housing standards is the operator's affirmative duty, not merely a passive obligation.
Plain English — not legal advice.
Under Glen Cove Code § 168-81, compliant operators generally maintain written and posted notices of maximum occupancy, enforce those limits, and prohibit unlawful uses of the premises. They routinely inspect and service plumbing, heating, electrical systems, appliances, and fixtures to keep them in good operative condition, and they ensure exits remain unobstructed at all times. Operators also arrange for regular garbage removal, pest extermination, and screen installation or removal as needed, and they keep all interior surfaces—walls, floors, and ceilings—clean and sanitary.

Section 168-81 of Glen Cove's Code of Ordinances, Chapter 168, gives tenants a basis to expect that their operator will maintain the property in a clean, safe, and sanitary condition across a wide range of systems and areas, including plumbing, heating, electrical equipment, pest control, and garbage disposal. If conditions fall short of these standards—such as a pest infestation, broken heating equipment, or blocked exits—tenants may have grounds to raise a violation of this provision when communicating with the operator or relevant local housing authorities. Tenants experiencing persistent non-compliance may consider contacting Glen Cove's local code enforcement office or a tenant-rights organization to understand available options.
