Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-11 establishes year-round and seasonal requirements aimed at preventing pest and rodent infestation in dwellings. From May 1 through September 30, exterior doors used for ventilation must have working screens with self-closing devices, and at least one window per room used for ventilation must also be screened. Basement and cellar openings that could allow rodent entry must be permanently screened or otherwise blocked, dwellings must be kept free of rodents and vermin at all times, and every dwelling unit must have approved garbage and rubbish storage or disposal facilities.
Plain English — not legal advice.
Property owners and managers operating under ch. 128 § 128-11 generally maintain seasonal door screens with functional self-closing hardware between May 1 and September 30, ensure at least one ventilation window per room is screened during that period, and keep basement and cellar openings permanently protected against rodent entry. Compliant operators also arrange for approved garbage and rubbish storage or disposal facilities in each unit, placing shared facilities in approved locations in multifamily buildings. Because the provision assigns extermination responsibility to either the owner or occupant depending on circumstances described elsewhere in ch. 128, landlords typically document the condition of screens, rodent barriers, and waste facilities as part of routine property inspections.

Under ch. 128 § 128-11, tenants have an interest in knowing that their dwelling must be kept free of rodents and vermin at all times and that proper screening and garbage facilities are required by local code. The provision allocates extermination responsibility between occupants and owners based on criteria set out elsewhere in ch. 128, so understanding which party bears that duty in a given situation can be relevant when a pest problem arises. Tenants who believe these requirements are not being met may consider contacting the Glens Falls code enforcement office, reaching out to a local tenant-rights organization, or raising the violation as a defense or counterclaim in relevant housing proceedings.
