The enforcement officer may also create supplemental rules and regulations—subject to Common Council approval—that carry the same legal weight and penalties as the underlying chapter itself.
Plain English — not legal advice.
Under ch. 128 § 128-14, property owners and managers operating in Glens Falls should be aware that the city's enforcement officer holds legal authority to inspect all covered residential properties at reasonable times. A compliant operator generally ensures that access is not obstructed when the officer presents proper identification, and stays informed of any supplemental rules and regulations adopted under this section and filed with the City Clerk. Keeping records of inspections and maintaining familiarity with any Common Council–approved regulations helps demonstrate ongoing compliance.

Section 128-14 of the Glens Falls Code of Ordinances gives the city's enforcement officer the right to inspect your dwelling unit at reasonable times, but the officer must show proper identification before entry. As an occupant, you are required to provide free access during those reasonable times, though the requirement of 'reasonable time' and proper identification are protections built into the provision. If you have questions about whether an inspection was conducted properly or about related housing standards, tenant-rights organizations or local housing agencies can help you understand how this section applies generally.
