For Property Managers

Under § 128-22, the rules governing rental housing in Glens Falls are not static — the Common Council retains authority to amend, supplement, or repeal provisions of ch. 128 following a public hearing. Operators who track local regulatory activity generally monitor Common Council agendas and Planning Board submissions so they can anticipate changes to compliance obligations. Staying informed about the 45-day advisory-report window can help property managers understand the timeline before any amendment takes effect.

For Tenants

Section 128-22 gives tenants and community members a meaningful opportunity to participate in shaping local rent regulations, since any amendment to ch. 128 requires a public hearing before the Common Council acts. Tenants who wish to weigh in on proposed changes can attend or submit comments at those public hearings, or track the City Planning Board's advisory report, which must be delivered within 45 days of a proposal's submission. Tenant-rights organizations familiar with Glens Falls local government can help residents understand how to engage with this process.
