For Property Managers

Property owners and managers operating multiple-residence buildings or rental duplexes in Glens Falls should be aware that § 128-24 brings their properties within the scope of this article, unless the building falls into one of the explicitly listed exempt categories. Operators of two-family buildings where even a single unit is rented are generally considered to be running a 'rental duplex' as defined here and should treat the article's requirements as applicable to them. Reviewing whether a property qualifies for an exemption — such as a nursing home or hotel classification — is a common step compliant operators take before determining their obligations under the article.

For Tenants

Under § 128-24, renters living in most multi-unit buildings or in a duplex where at least one unit is rented out are generally covered by this article's protections within the City of Glens Falls. If a tenant believes their building should be covered but their landlord is not complying with the article's requirements, they may consider raising the applicability of § 128-24 as part of any complaint or enforcement process. Tenant-rights organizations familiar with Glens Falls housing ordinances can help renters understand whether their specific building type falls within or outside the article's scope.
