Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-30
Statement of compliance
Operative Text
A. The owner(s) of a multiple residence(s) or rental duplex(es) shall submit an annual statement to the Building Inspector, on the anniversary of the effective date of this article, stating whether each multiple residence or rental duplex, as the case may be, owned by them is in total compliance with the terms of this article. If any multiple residence or rental duplex is not in total compliance, said statement shall list and describe all violations of this article and set forth a time schedule for the correction of said violation(s). B. Failure to submit an annual statement for each multiple residence and rental duplex owned within the City or submission of an incorrect or misleading statement shall constitute a violation of the terms of this article and shall be dealt with accordingly by City officials. Timely submission of a correct statement shall not relieve the owner from any sanctions provided for by this article regarding any violation(s) in a multiple residence or rental duplex. C. Timely submission of a correct statement shall not prevent the City from conducting an inspection(s) as City officials feel are warranted. D. Upon the submission of the annual statement, City officials shall act in accord with the terms of this chapter to correct or cause to be corrected any violation(s) of this chapter set forth in said statement and any violation(s) of this chapter not set forth but which are discovered by City officials, including but not limited to the imposition of a fine pursuant to §§ 128-18 and 128-29B(2) .
Under Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-30, owners of multiple residences and rental duplexes in the city are required to file an annual compliance statement with the Building Inspector on the anniversary of the article's effective date. If a property is not fully compliant, the statement must identify all violations and include a remediation timeline. Filing an accurate statement on time does not shield an owner from penalties for existing violations, nor does it prevent the city from conducting its own inspections and taking enforcement action—including fines under §§ 128-18 and 128-29B(2)—for any violations discovered.
Plain English — not legal advice.
Operators of multiple residences and rental duplexes in Glens Falls generally maintain a practice of submitting the annual compliance statement required by § 128-30 to the Building Inspector by the applicable anniversary date each year. When a property has outstanding violations, compliant operators document each one and include a realistic correction schedule in the statement rather than omitting or understating issues, since an incorrect or misleading submission itself constitutes a separate violation. Submitting an accurate statement on time does not end the owner's obligations—city officials retain authority to inspect and impose fines under §§ 128-18 and 128-29B(2) regardless of what the statement contains.

Section 128-30 of the Glens Falls Code establishes a public accountability mechanism: landlords of multi-unit buildings and rental duplexes must annually certify their properties' compliance status to the Building Inspector, and any known violations must be disclosed along with a correction timeline. Tenants who believe their landlord has failed to file this statement, or has filed one that is inaccurate or misleading, may raise that failure as a potential violation with city officials, who are empowered to act on both disclosed and independently discovered violations. Tenant-rights organizations or a housing attorney familiar with Glens Falls ordinances can help residents understand how § 128-30 intersects with other protections available under ch. 128.
