Gloversville, N.Y., Code of Ordinances ch. 143 § 143-2
Establishment of policy
Operative Text
It is hereby ordained and directed that the City of Gloversville by this chapter adopts and establishes an Office of Fair Housing and establishes a fair housing policy. The purpose, policy, duties and procedures to be followed by the City of Gloversville under this Fair Housing Ordinance are set forth below. A. In accord with Title VIII of the United States Code and the Human Rights Law of the State of New York (as amended), it is the policy of the City of Gloversville to provide fair housing. B. The purposes of this chapter are those in accord with Title VIII of the United States Code and § 296 of the Human Rights Law of the State of New York, as such section applies to fair housing.
Section 143-2 of Gloversville's Code of Ordinances formally establishes an Office of Fair Housing and sets out the city's fair housing policy. The provision aligns Gloversville's local framework with federal fair housing protections under Title VIII of the United States Code and New York State's Human Rights Law (Executive Law § 296). Together, these layers of law prohibit discrimination in housing on the basis of protected characteristics and create a local institutional structure to carry out that policy.

Under Gloversville Code ch. 143 § 143-2, property owners and managers operating in Gloversville are subject to a local fair housing policy that runs parallel to federal Title VIII requirements and New York State Human Rights Law § 296. Compliant operators generally maintain non-discriminatory practices in advertising, tenant screening, lease terms, and all other aspects of housing transactions. The existence of the city's Office of Fair Housing means that local oversight is available in addition to state and federal enforcement channels.

Section 143-2 establishes that Gloversville residents are entitled to fair housing protections grounded in both federal law (Title VIII) and New York State Human Rights Law § 296, administered locally through the city's Office of Fair Housing. Tenants who believe they have experienced housing discrimination may have multiple avenues available, including filing a complaint with the local Office of Fair Housing, reaching out to the New York State Division of Human Rights, or contacting a tenant-rights organization familiar with Gloversville's ordinances. Understanding that this provision creates a dedicated local office can be a useful starting point when exploring how to address a potential fair housing concern.
