Amendments
Operative Text
From time to time, on its own motion or on petition, the Common Council may, after public hearing, amend, supplement or repeal the provisions of this chapter or the rules and regulations adopted by the enforcement officer pursuant to this chapter.
Section 170-17 of Gloversville's Code of Ordinances establishes that the Common Council holds the authority to change, expand, or eliminate the rental regulations contained in Chapter 170, as well as any related rules issued by the enforcement officer. These changes can be initiated by the Council itself or in response to a formal petition from outside parties. Before any such amendment takes effect, a public hearing must be held, giving community members an opportunity to weigh in on proposed changes.

Under Section 170-17, the regulatory framework that governs rental operations in Gloversville is subject to change through Council action or public petition. Operators who stay informed about scheduled public hearings and Common Council agendas are generally better positioned to anticipate shifts in their compliance obligations. Monitoring local government notices is a common practice among property managers who want to track potential amendments to Chapter 170 rules.

Section 170-17 means that the tenant protections and landlord obligations found in Chapter 170 can be amended, expanded, or removed by the Gloversville Common Council following a public hearing. Tenants have the right to participate in those public hearings, and petitions can also prompt the Council to consider changes to the chapter. Tenant-rights organizations can be a useful resource for tracking proposed amendments and understanding how any changes to Chapter 170 might affect existing rental arrangements.
