Hornell, N.Y., Code of Ordinances ch. 178 § 178-25
A. General requirements. (1) Fuel gas piping systems shall be installed and maintained so as to remain gastight, safe and operative under conditions of use. (2) Fuel gas piping systems shall provide a supply of gas sufficient to meet the maximum expected demand of the installed gas-burning appliances connected thereto. B. Shutoff valves. (1) Gas piping systems shall have at least one accessible means for shutting off all gas supply, and such means shall be maintained in good operating condition. (2) An easily accessible shutoff valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for gas appliance. C. Service equipment for gas supplied from utility mains. Gas services, gas meters and gas-pressure regulators shall be located so that they are protected from damage. D. Gas refrigerators and ranges. Gas refrigerators and ranges shall be installed with clearance for ventilation and shall be maintained in good operating condition. E. High-pressure gas. Any service connection supplying gas at a pressure in excess of one pound per square inch gauge shall be provided with a device to reduce such pressure to not more than 1/2 pound per square inch gauge prior to entering the meter, except where such service supplies equipment using gas at high pressures. F. Liquefied petroleum gas. (1) Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in buildings. (2) Liquefied petroleum gas shall not be vaporized by devices utilizing an open flame or an open electrical coil. (3) Where two or more containers are installed, connection shall be arranged so that containers can be replaced without shutting off the flow of gas to equipment. (4) Containers shall be designed, stored and located so as not to be a hazard to the premises served or to the surrounding property. (5) Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location. Section 178-25 of Hornell's Code of Ordinances establishes comprehensive safety standards for fuel gas systems in buildings, covering everything from basic piping integrity to liquefied petroleum gas (LPG) handling. The rule requires that gas piping remain leak-free and capable of meeting appliance demand, that shutoff valves be accessible and functional, and that meters and regulators be protected from damage. Special provisions address high-pressure gas connections, which must include pressure-reducing devices, and LPG systems, which must include exterior shutoffs, pressure-relief devices, and safe container placement.

For Property Managers

Operators of rental properties in Hornell subject to § 178-25 generally ensure that all fuel gas piping is regularly inspected for leaks and maintained in a gastight condition, and that individual appliance shutoff valves are installed and accessible near each gas outlet. Compliant property managers keep gas meters, regulators, and service equipment protected from physical damage, and verify that any high-pressure service connections include the required pressure-reducing devices. For properties using liquefied petroleum gas, operators typically confirm that containers are safely sited, that exterior shutoff access is maintained, and that pressure-relief systems are in working order as required under § 178-25(F).

For Tenants

Under § 178-25, tenants in Hornell have an interest in knowing that their landlord is responsible for maintaining fuel gas systems in a safe, gastight, and fully operational condition, including accessible shutoff valves near each gas appliance. If a tenant observes signs of a gas leak, a missing or inoperable shutoff valve, or improperly stored LPG containers, these conditions may constitute violations of § 178-25 that can be reported to the City of Hornell's code enforcement office. Tenants may also consult a local tenant-rights organization to understand how documented code violations can factor into housing complaints or other available remedies.
