For Property Managers

Operators of mobile homes subject to § 178-53 generally keep interiors—including floors, walls, ceilings, furnishings, and fixtures—clean and sanitary, and ensure exits are never blocked. Compliant operators provide appropriate garbage containers, install self-closing devices or screens on entrances and ventilation openings from May 1 through October 1, conduct pest extermination using accepted methods, and store flammable materials in approved containers. Maintaining documentation of pest control treatments and seasonal screening installations can support a record of ongoing compliance with this provision.

For Tenants

Under § 178-53, tenants living in mobile homes have a right to a safe, sanitary living environment that includes unobstructed exits, pest-free conditions, proper garbage storage, seasonal screening, and safely stored flammable materials. If these conditions are not being met, tenants may consider documenting the issues in writing and notifying the property owner or manager, or contacting the City of Hornell's code enforcement office to report a potential violation. Tenant-rights organizations familiar with local housing codes can help residents understand the range of options available when maintenance standards under this provision are not upheld.
