Section 178-54 of Hornell's Code of Ordinances establishes design and construction standards for mobile home courts, covering everything from stormwater drainage and surface paving to overhead wire clearance and exterior lighting. The rule requires that open areas provide adequate privacy, natural light, and ventilation for each home, and that walks, driveways, and parking areas be paved for safe use in all normal weather conditions. Overhead wires above driveways and parking spaces must maintain at least 18 feet of clearance, and occupied travel or vacation trailers are not permitted within a mobile home court.

Operators of mobile home courts in Hornell are generally expected to ensure their properties comply with all requirements of § 178-54, including maintaining proper stormwater drainage infrastructure, paved and durable surfaces on walks and driveways, and functional exterior lighting throughout the court. Compliant operators routinely verify that overhead wires above driveways and parking areas meet the 18-foot minimum clearance and that the overall property is graded to direct surface water safely away. Keeping the court free of occupied travel or vacation trailers and maintaining the property's residential character are also ongoing obligations under this section.

Residents of mobile home courts in Hornell may look to § 178-54 for baseline standards their court is required to meet, including adequate drainage, paved and safe walkways and driveways, proper exterior lighting, and open areas that provide privacy and ventilation. If conditions such as poor drainage, unlit pathways, or deteriorating surfaces appear to fall short of these standards, tenants can document the issues and consider reaching out to Hornell's local code enforcement or building department to report potential violations. Tenant-rights organizations familiar with New York housing and mobile home park regulations can help residents understand what options may be available when a court appears to be out of compliance with provisions like § 178-54.
