Section 178-60 of Hornell's Code of Ordinances establishes broad upkeep standards for mobile home courts, covering everything from pest control and weed management to garbage disposal and pet containment. The rule requires that the overall property, its structures, and open areas be kept in safe, sanitary, and orderly condition at all times. Exterior wood surfaces must receive periodic protective treatment, and methods used for extermination must align with generally accepted practices.
Plain English — not legal advice.
Operators of mobile home courts in Hornell should treat § 178-60 as a checklist of ongoing maintenance obligations rather than a one-time compliance task. A compliant operator routinely inspects grounds for pest activity, trims heavy undergrowth, ensures garbage collection systems are adequate, and schedules periodic painting or sealing of exterior wood surfaces that are not naturally decay-resistant. Documented maintenance logs and vendor records for extermination services can help demonstrate that the court is being managed in accordance with the generally accepted practices the section references.

Residents of mobile home courts in Hornell are entitled to live in a property that meets the safety and sanitation standards set out in § 178-60, including freedom from pest infestations, hazardous conditions, and uncontrolled plant growth. If conditions at a court appear to fall short of these standards, tenants can document the issues and report them to the City of Hornell's code enforcement office, which has authority to inspect and act on violations. Tenant-rights organizations and legal aid services can help residents understand what options are available when a court is not being maintained as the ordinance requires.
