(2) Fuel gas piping systems shall provide a supply of gas sufficient to meet the maximum expected demand of the installed gas-burning appliances connected thereto. B. Shutoff valves. (1) Gas piping systems shall have at least one accessible mans for shutting off all gas supply, and such means shall be maintained in good operating condition. (2) An easily accessible shutoff valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for a gas appliance. C. Service equipment for gas supplied from utility mains. Gas services, gas meters and gas pressure regulators shall be located so that they are protected from damage. D. Gas refrigerators and ranges. Gas refrigerators and ranges shall be installed with clearance for ventilation and shall be maintained in good operating condition. E. High-pressure gas. Any service connection supplying gas at a pressure in excess of one pound per square inch gauge shall be provided with a device to reduce such pressure to not more than 1/2 pound per square inch gauge prior to entering the meter, except where such service supplies equipment using gas at high pressures. F. Liquefied petroleum gas. (1) Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in buildings. (2) Liquefied petroleum gas shall not be vaporized by devices utilizing open flame or open electrical coil. (3) Where two or more containers are installed, connection shall be arranged so that containers can be replaced without shutting off the flow of gas to the equipment. (4) Containers shall be designed, stored and located so as not to be a hazard to the premises served or to the surrounding property. Plain English

Section 210-24 of Ithaca's Code of Ordinances establishes comprehensive safety standards for fuel gas systems in buildings, covering everything from basic piping integrity to liquefied petroleum gas (LPG) handling. The rule requires that gas piping remain gastight and capable of meeting appliance demand, that shutoff valves be accessible and functional, and that meters and regulators be protected from damage. Special provisions address high-pressure gas connections, requiring pressure reduction before the meter, and LPG systems, which must include safety relief devices, exterior shutoffs, and proper container storage to prevent hazards to surrounding property.

For Property Managers

Property owners and managers subject to ch. 210 § 210-24 generally ensure that all fuel gas piping is regularly inspected and maintained in a gastight, operative condition, and that individual appliance shutoff valves are installed in close proximity to each gas outlet. Compliant operators keep gas meters, regulators, and service equipment positioned to avoid physical damage, and verify that any high-pressure service connections include the required pressure-reducing device. For properties using LPG, operators typically maintain an accessible exterior shutoff, ensure containers are safely stored and equipped with pressure-relief devices, and confirm that LPG is never vaporized using open flame or open electrical coil methods.

For Tenants

Under § 210-24 of Ithaca's Code of Ordinances, tenants have a right to occupy a dwelling where fuel gas systems are maintained in a safe, gastight, and operative condition, including accessible shutoff valves and properly protected meters. If a tenant observes signs of a gas leak, a missing or inoperable shutoff valve, improperly stored LPG containers, or other conditions that appear to violate this section, those observations can be reported to the City of Ithaca's code enforcement office, which has authority to inspect and require corrective action. Tenant-rights organizations in the Ithaca area can provide general information about how housing code complaints are processed and what remedies may be available under local law.
