Ithaca, N.Y., Code of Ordinances ch. 210 § 210-33 establishes safety and maintenance standards for elevators, dumbwaiters, and escalators in multiple dwellings. The rule requires that these conveyances be kept free of physical and fire hazards, that cars display rated-capacity signs in visible locations, and that elevator cars include an approved emergency signaling device. Hoistways, pits, and machine rooms must be kept clean and uncluttered, with machine rooms specifically prohibited from storing flammable liquids or unnecessary materials, and no one may disable required safety or electrical protective devices except during authorized testing, inspection, or maintenance.

For Property Managers

Under § 210-33 of the Ithaca Code, compliant operators of multiple dwellings routinely inspect elevators, dumbwaiters, and escalators to confirm they are free of physical and fire hazards, and they ensure that rated-capacity signs are durably posted in conspicuous locations inside each car. Operators also verify that each elevator car has a functioning, approved emergency signal device and that hoistways, pits, and machine rooms are kept clear of refuse, unnecessary stored materials, oil, grease, and flammable liquids. Maintenance staff performing tests or inspections may temporarily disable required safety or electrical protective devices only for that limited purpose, and those devices must be restored to full operation promptly upon completion.

For Tenants

Section 210-33 of the Ithaca Code gives residents of multiple dwellings the right to expect that elevators, dumbwaiters, and escalators are maintained safely — including proper capacity signage, functioning emergency signals, and clean machine rooms and hoistways free of flammable materials. If a tenant observes conditions that appear to violate these standards, such as missing capacity signs, blocked hoistways, or a disabled safety device, that observation can be documented and reported to the appropriate local code enforcement or housing authority in Ithaca. Tenant-rights organizations in the Ithaca area can help residents understand how to file a complaint or raise a code violation as part of a broader housing dispute.
