For Property Managers

Under ch. 210 § 210-35, compliant property operators generally ensure that drainage systems—such as gutters, catch basins, or stormwater connections—are functioning and prevent stagnant water from forming on or near the property. Fences, steps, driveways, and other exterior structures are routinely inspected and repaired to maintain safe, usable conditions. Yards and courts are kept clear of accumulated debris, rubbish, and heavy plant growth that could attract vermin or create health hazards.

For Tenants

Ithaca, N.Y., Code of Ordinances ch. 210 § 210-35 gives tenants a basis to raise concerns when open areas such as yards, walkways, or drainage systems are not maintained in safe and sanitary condition. Tenants who observe standing water, hazardous paved surfaces, accumulated rubbish, or noxious overgrowth may report these conditions to the City of Ithaca's code enforcement office. Consulting a local tenant-rights organization can help tenants understand what documentation to gather and what general options may be available to them.
