Ithaca, N.Y., Code of Ordinances ch. 210 § 210-44
Dwelling unit information form
Operative Text
Before issuing a certificate of compliance, the Director of Planning and Development or his/her designee or his/her deputy shall secure a rental property information form, completed and signed by the property owner, which includes such information as: A. The number of dwelling units. B. The number of residents in each dwelling unit. C. The number of sleeping rooms in each dwelling unit. D. The number of families living in each dwelling unit. E. The number of unrelated individuals in each dwelling unit. F. The number of vehicles owned by residents of the premises.
Under Ithaca, N.Y., Code of Ordinances ch. 210 § 210-44, a certificate of compliance for a rental property cannot be issued until the Director of Planning and Development (or a designee or deputy) has obtained a completed and signed rental property information form from the property owner. The form must capture specific details about each dwelling unit, including the number of residents, sleeping rooms, families, unrelated individuals, and vehicles owned by residents. This requirement is a procedural checkpoint built into the compliance certification process for rental housing in Ithaca.

Property owners seeking a certificate of compliance under § 210-44 are generally expected to complete and sign the rental property information form before that certificate can be issued. A compliant operator typically gathers accurate counts of dwelling units, residents, sleeping rooms, families, unrelated individuals, and resident-owned vehicles prior to submitting the form to the Director of Planning and Development or their designee. Keeping this information current and readily available can help avoid delays in the certification process.

Section 210-44 of Ithaca's Code of Ordinances ties the issuance of a rental property's certificate of compliance to the landlord's submission of a completed information form about the dwelling units. Tenants may find it relevant to know whether their building holds a valid certificate of compliance, as that certification process is meant to ensure basic regulatory oversight of rental properties. Tenants who have questions about a property's compliance status can contact the City of Ithaca's Department of Planning and Development or reach out to a local tenant-rights organization for general guidance.
