Under § 216-5, compliant rental property operators in Jamestown designate a local contact representative—who may be the owner themselves—and ensure that person maintains a reachable local phone number and an address within one hour's drive of the city. Because notices served on the representative are legally equivalent to notices served on the owner, operators generally keep the City of Jamestown informed of any changes to the representative's contact information. Maintaining accurate and current designation records helps ensure that official communications under ch. 216 are received and acted upon without delay.

Section 216-5 of Jamestown's Code of Ordinances requires that every rental property have a designated local contact representative who can be reached by phone and is located within one hour's drive of the city, giving tenants and the city a reliable local point of contact for housing matters. Because official notices served on this representative carry the same legal weight as notices served on the owner, tenants have a recognized channel through which the city can formally communicate with the property's responsible party. Tenants who have difficulty identifying or reaching a property's local contact representative may consider contacting the City of Jamestown directly or reaching out to a local tenant-rights organization for guidance on available options under ch. 216.
