Under Jamestown, N.Y., Code of Ordinances ch. 216 § 216-7, every rental housing property and unit must undergo a routine inspection within 90 days of a deed transfer to verify compliance with applicable state and city building, housing, and sanitation codes. For multi-unit properties, inspectors must examine the exterior, all common areas, and every individual unit. If the inspection does not occur within that 90-day window, any existing certificate of occupancy for the property is subject to revocation; if no certificate of occupancy was previously on file, one is issued upon successful completion of the inspection.

For Property Managers

Property owners and managers who acquire rental housing in Jamestown should be aware that § 216-7 triggers a mandatory inspection within 90 days of the deed transfer closing. Compliant operators typically coordinate promptly with Code Enforcement Personnel to schedule access to the exterior, common areas, and all individual units, and they ensure the property meets applicable building, housing, and sanitation standards before the inspection occurs. Allowing the 90-day window to lapse without a completed inspection puts any existing certificate of occupancy at risk of revocation under this provision.

For Tenants

Section 216-7 of the Jamestown City Code gives tenants in newly transferred rental properties a right to expect that their building has been inspected for compliance with building, housing, and sanitation codes within 90 days of the ownership change. If a tenant believes an inspection has not taken place within that period, they may contact the Jamestown Code Enforcement office to inquire about the status of the required post-transfer inspection. Tenants can also reach out to local tenant-rights organizations to better understand how the certificate-of-occupancy requirements under this provision may relate to their housing situation.
