It shall be unlawful for any owner to offer any unit for rent, or to rent any unit, or to allow any rental unit to be occupied without having first registered pursuant to this chapter as required herein within the time prescribed for such registration. Plain English

Under Johnstown, N.Y., Code of Ordinances ch. 237 § 237-5, owners of rental properties are required to register with the Code Enforcement Office within 90 days of the chapter's effective date by submitting a signed landlord registration statement. Once that deadline passes, it is unlawful to offer, rent, or allow occupancy of any unit without having completed registration. Notably, not receiving notice of the registration deadline is explicitly not a valid excuse for failing to register — the obligation rests entirely with the owner.

For Property Managers

Compliant operators under ch. 237 § 237-5 ensure their rental properties are registered with the Johnstown Code Enforcement Office before offering any unit for rent or allowing occupancy. The landlord registration statement must be signed and affirmed by the property owner of record and, where applicable, the managing agent. Because the ordinance places full responsibility on the owner and does not recognize lack of notice as a defense, operators generally take proactive steps to confirm their registration status rather than waiting for official outreach.

For Tenants

Section 237-5 of Johnstown's Code of Ordinances establishes that a landlord must register a rental property before legally offering it for rent or allowing it to be occupied. If a tenant has reason to believe their unit was rented or occupied without the owner having completed this registration, that potential violation may be relevant to housing complaints or code enforcement proceedings. Tenants can contact the Johnstown Code Enforcement Office to inquire about a property's registration status, and local tenant-rights organizations can help explain what options may be available under this provision.
