Kingston, N.Y., Code of Ordinances ch. 332 § 332-4
Inspection requirements
Operative Text
A. The Building Department or its authorized designee or agent shall make provisions for inspections of each rental property, which is subject to the provisions of this article and shall notify each owner and/or managing agent of each rental property as to the time and place of such inspection. The inspection shall take place at a minimum of every 24 months. The inspection shall be for the purpose of determining compliance with all applicable rules and regulations concerning safety and maintenance of all rules and regulations applicable to said rental property, including the Code of the City of Kingston and all other such rules and regulations and laws of the State of New York. In addition, the owner and/or managing agent shall be obligated to review with the Building Department and its designee or agent the contents of the landlord registration statement to determine if all said information is up-to-date, complete and accurate in all respects. B. Any inspection report issued pursuant to Subsection A , of this section which reveals the presence of a violation shall be remedied by the owner within the time stated in the report. Failure to bring any building and/or rental property into conformance with such report and/or to remedy within the time set forth therein shall constitute a violation of this article, it being expressly understood that this provision shall not constitute the exclusive remedy of the City of Kingston, but shall be an addition thereto.
Kingston, N.Y., Code of Ordinances ch. 332 § 332-4 establishes a mandatory inspection program for rental properties subject to the article, requiring the Building Department or its designee to inspect each covered property at least once every 24 months. Inspections assess compliance with safety and maintenance standards under the City of Kingston Code and applicable New York State law. When an inspection report identifies a violation, the owner must correct it within the timeframe specified in that report; failure to do so constitutes a separate violation of the article, and the city retains any additional remedies available to it.
Plain English — not legal advice.
Under Kingston, N.Y., Code of Ordinances ch. 332 § 332-4, compliant rental property owners and managing agents generally respond promptly to inspection scheduling notices from the Building Department and ensure the property is accessible for the required inspection, which occurs at minimum every 24 months. During the inspection, operators typically review their landlord registration statement with the Building Department to confirm that all information remains current, complete, and accurate. When an inspection report is issued citing violations, compliant operators address each cited item within the deadline stated in the report, since missing that deadline itself constitutes an article violation and does not limit any other enforcement action the city may pursue.

Kingston, N.Y., Code of Ordinances ch. 332 § 332-4 gives tenants an indirect but meaningful protection: the Building Department is required to inspect covered rental properties at least every 24 months for compliance with safety and maintenance standards under city and state law. If an inspection report identifies violations that an owner fails to correct within the stated timeframe, that failure is itself a violation of the article, and the city retains additional enforcement tools beyond the inspection process. Tenants who believe their unit has unaddressed safety or maintenance issues may contact the Kingston Building Department to inquire about inspection records or complaint procedures, and tenant-rights organizations can help explain what options may be available under this provision.
