For Property Managers

Under Kingston, N.Y., Code of Ordinances ch. 333 § 333-6, compliant rental property operators generally ensure that adequate sanitary facilities are in place for garbage collection and storage, and that all storage containers on the property are made of approved flame-resistant materials. Operators typically take steps to keep shared hallways and stairways free of accumulated garbage or refuse, and provide tenants with appropriate receptacles for bagged garbage and recyclables. Maintaining clear written guidance for tenants about proper disposal practices—including furniture disposal through the Department of Public Works—is a common part of responsible property management under this provision.

For Tenants

Kingston, N.Y., Code of Ordinances ch. 333 § 333-6 gives tenants a clear picture of their responsibilities and the standards that apply to their rental dwelling. Tenants are expected to use proper receptacles for garbage and recyclables rather than leaving loose bags outside or in garage areas, and interior furniture must not be left outdoors except when being disposed of in accordance with Department of Public Works rules. Tenants who believe their building is not being maintained in compliance with this provision—for example, if shared hallways are being used for garbage storage—may consider contacting Kingston's local code enforcement office or a tenant-rights organization to understand available options.
