For Property Managers

Under ch. 139 § 139-3, operators of rental properties in Lackawanna are expected to ensure their buildings meet the standards of the New York State Uniform Code. Those who owned non-conforming properties at the time the chapter took effect had up to one year to complete substantial alterations or installations needed to achieve compliance. Properties flagged as dangerous or unsafe fall outside that grace period, and compliant operators generally address such conditions without delay to avoid enforcement action.

For Tenants

Ch. 139 § 139-3 establishes that tenants living in premises covered by the New York State Uniform Code are entitled to the protections that code provides. If a building was non-conforming when the ordinance took effect, the law allowed a limited window—up to one year—for corrections, but conditions deemed dangerous or unsafe required prompt remediation. Tenants who believe their building remains out of compliance may consider documenting the conditions, contacting Lackawanna's local code enforcement office, or reaching out to a tenant-rights organization to understand available options.
