For Property Managers

Under § 177-3 of Lackawanna's Code of Ordinances, compliant rental property operators secure a rental dwelling unit registration certificate before placing any unit into rental occupancy. Operators of owner-occupied two-unit or smaller properties, hotels, motels, bed-and-breakfasts, rooming houses, boardinghouses, and licensed medical or nursing facilities generally review the exemption list in § 177-3(B) to confirm whether registration applies to their specific property type. Maintaining current registration documentation is a standard practice for operators of non-exempt rental properties in Lackawanna.

For Tenants

Section 177-3 of Lackawanna's Code of Ordinances establishes that a landlord must hold a valid rental dwelling unit registration certificate before a unit can lawfully be rented or occupied. Tenants who have questions about whether their unit is properly registered may contact the City of Lackawanna's relevant code enforcement or housing office to inquire about a property's registration status. Tenant-rights organizations can also help renters understand how an owner's failure to comply with § 177-3 might be relevant to their housing situation.
