Under Lackawanna, N.Y., Code of Ordinances ch. 177 § 177-7, a rental dwelling unit registration certificate has a maximum validity period of three years from its issuance date, after which it expires unless renewed or extended. For Property Managers

Operators of rental properties in Lackawanna subject to ch. 177 § 177-7 generally track the three-year expiration date on each registration certificate and initiate the written renewal process during the 60-day period before that date, following the application requirements of § 177-4. Compliant operators do not allow certificates to lapse, since operating without a valid registration may expose a property to enforcement action under the chapter. If unusual circumstances make timely renewal impossible, the provision allows an owner to request a Director-authorized extension, though any such extension is reported to the Lackawanna City Council.

For Tenants

Under § 177-7 of Lackawanna's rental dwelling unit registration chapter, tenants have an interest in knowing whether their landlord holds a current, valid registration certificate, since certificates expire every three years and must be actively renewed. If a certificate has lapsed and no extension has been granted by the Director, that may represent a code compliance issue that can be raised with the appropriate Lackawanna city authority or referenced in a housing complaint. Tenants who have questions about a property's registration status may consult local tenant-rights organizations or the city's code enforcement office for guidance on available options.
