Plain English

Mount Vernon, N.Y., Code of Ordinances ch. 149 § 149-3 defines the reach of Chapter 149's residential property regulations. The chapter covers a broad range of residential settings—from single-family homes and two-family dwellings to multi-unit buildings, mixed-use structures, and their accessory buildings on the same lot. However, the chapter explicitly carves out transient or temporary occupancies, such as nursing homes, hotels, and motels, which fall outside its scope.

For Property Managers

Property owners and managers operating residential rental properties in Mount Vernon should be aware that ch. 149 § 149-3 brings virtually all residential building types—including one- and two-family homes, multiple dwellings, mixed-occupancy buildings, and accessory structures—under the chapter's requirements. Compliant operators generally confirm whether their specific property type falls within the chapter's scope before applying its standards. Those who operate hotels, motels, nursing homes, or other transient-housing facilities should note that § 149-3 expressly excludes such uses from the chapter's coverage.
