Section 149-34 of Mount Vernon's Code of Ordinances establishes safety and maintenance standards for elevators, dumbwaiters, and escalators in multiple dwellings. The rule requires that these systems be kept free of physical and fire hazards, that cars display rated-capacity signs in visible locations, and that emergency signaling devices be available inside elevator cars. It also mandates that hoistways, pits, and machine rooms be kept clean and uncluttered, and prohibits anyone from disabling required safety or electrical protective devices except during authorized testing, inspection, or maintenance.

Property owners and managers operating multiple dwellings in Mount Vernon are expected to maintain elevators, dumbwaiters, and escalators in compliance with ch. 149 § 149-34 on an ongoing basis. Compliant operators typically ensure that capacity signs are posted conspicuously in each car, that emergency signaling equipment is functional, and that hoistways, pits, and machine rooms are kept free of refuse, oil, grease, and unnecessary stored materials. Flammable liquids must not be stored in machine rooms, and safety or electrical protective devices should remain operational at all times outside of documented testing or maintenance windows.

Tenants living in multiple dwellings in Mount Vernon have an interest in knowing that ch. 149 § 149-34 sets baseline safety requirements for elevators, dumbwaiters, and escalators in their buildings, including clean hoistways, posted capacity signs, and working emergency signals. If conditions appear to fall short of these standards—such as a missing capacity sign, a non-functioning emergency signal, or a cluttered machine room—tenants may consider documenting the issue and reporting it to the appropriate Mount Vernon municipal code enforcement authority. Tenant-rights organizations familiar with local housing codes can help residents understand what options are generally available when building equipment appears to be out of compliance.
