Mount Vernon, N.Y., Code of Ordinances ch. 211 § 211-13
Display of license; exterior lighting
Operative Text
A. The licensee shall cause the license to be suitably framed or mounted and placed and maintained in the main entrance or vestibule of the premises in such manner and position as to be easily visible. B. The exterior area immediately in front of the main entrance shall be illuminated by electric light at all times after sunset.
Mount Vernon Code ch. 211 § 211-13 establishes two distinct physical requirements for licensed rental premises: the operating license must be displayed in a frame or mount at the main entrance or vestibule where it can be easily seen, and the exterior area directly in front of that main entrance must be lit by electric light from sunset onward every night. These are ongoing maintenance obligations, not one-time tasks. Both requirements apply for as long as the license is in effect.
Plain English — not legal advice.
Under § 211-13, compliant operators in Mount Vernon keep the rental license visibly framed or mounted in the main entrance or vestibule at all times—not tucked away in an office or storage area. They also maintain functioning exterior electric lighting at the front entrance that activates at sunset and remains on through the night, replacing bulbs or fixtures promptly when they fail. Routine walkthroughs that check both the license display and the exterior lighting condition are a common practice among operators seeking to stay in compliance.

Section 211-13 of the Mount Vernon Code gives tenants a straightforward way to verify that their building is properly licensed: the license must be visibly displayed in a frame or mount at the main entrance or vestibule. Tenants also have a right to expect exterior electric lighting at the front entrance after sunset, which relates directly to building safety and security. If either the license display or the exterior lighting appears to be missing or non-functional, tenants can report the condition to the appropriate Mount Vernon municipal enforcement office or consult a local tenant-rights organization for guidance on next steps.
