Section 211-8 of Mount Vernon's Code of Ordinances requires the Commissioner to compile and keep a running index of every licensed rooming house in the city. This index must be open to the public as well as to the Mayor, City Council members, and their authorized representatives. Copies of the index must also be shared with the Health Commissioner, Fire Commissioner, Police Commissioner, and Commissioner of Assessment and Taxation, ensuring multiple city agencies have access to the same licensing information.

For Property Managers

Under § 211-8, rooming house operators in Mount Vernon should be aware that their licensed status is recorded in a publicly accessible index maintained by the Commissioner. Because copies of this index are distributed to health, fire, police, and tax assessment offices, a rooming house's licensing information is visible across multiple city departments simultaneously. Compliant operators generally ensure their license remains current and accurate, since any discrepancy in the index could draw attention from any of those agencies.

For Tenants

Section 211-8 gives members of the public the right to view the Commissioner's index of licensed rooming houses in Mount Vernon, making it straightforward to verify whether a particular property holds a valid license. Tenants who have questions about a rooming house's licensed status can request access to this index directly through the Commissioner's office. Those who believe a rooming house is operating without proper licensure may also consider contacting the Health Commissioner, Fire Commissioner, or Police Commissioner, all of whom receive copies of the index under this provision, or reaching out to a local tenant-rights organization for guidance on next steps.
