Plain English — not legal advice.
Under § 174-9, property owners in New Rochelle are responsible for submitting inspection requests on the Building Official's approved form and for paying the applicable fees for both initial inspections and any reinspections tied to leasing or violation determinations. Compliant operators typically consult Chapter 133, Fees, to confirm the current fee schedule before submitting a request, and they direct payments to the Building Bureau as required. Keeping records of submitted forms and fee payments can help demonstrate compliance with the procedural requirements of this chapter.

Section 174-9 establishes that the cost of inspections and reinspections under Chapter 174 falls on the property owner, not the tenant, and fees are paid to the Building Bureau in accordance with Chapter 133. Tenants who believe a required inspection has not been requested or completed may find it useful to contact the New Rochelle Building Bureau to understand the status of any outstanding inspections related to their dwelling. Tenant-rights organizations familiar with New Rochelle's housing code can help explain how the inspection process under § 174-9 may relate to broader habitability or leasing concerns.
