For Property Managers

Under § 209-1 of New Rochelle's Code of Ordinances ch. 209, the definition of 'owner' extends well beyond the deed holder to encompass property managers, agents, lessees, and others in control of a dwelling. Operators who manage or control a multiple dwelling—one housing three or more independent families—generally treat themselves as 'owners' for purposes of compliance with the Article's requirements. Understanding this broad definitional scope helps property managers recognize when the Article's obligations apply to their role, regardless of whether they hold formal title.

For Tenants

Section 209-1 of New Rochelle, N.Y., Code of Ordinances ch. 209 defines who qualifies as an 'owner' in ways that may be relevant to tenants seeking accountability. Because the definition includes agents, managers, and anyone in indirect control of a dwelling, tenants in a building occupied by three or more independent families may have grounds to hold multiple parties responsible under the Article. Tenants who believe a responsible party is evading obligations under ch. 209 may consider contacting the City of New Rochelle's relevant housing or code enforcement office, or reaching out to a local tenant-rights organization for general guidance.
