Plain English

Section 261-2 of New Rochelle's Code of Ordinances establishes the working definitions for the city's student housing registration chapter. Key terms include 'Student Housing Business,' which covers one- to multi-family dwellings housing three or more college or university students, and 'Registration,' which refers to submitting a completed online form to the city with details about the business and its location. These definitions set the scope for who and what is subject to the chapter's requirements, including dwellings occupied by students on semester or summer break.

For Property Managers

Under § 261-2, a property owner or manager whose dwelling houses three or more college or university students — including those on academic breaks — is operating what the ordinance classifies as a 'Student Housing Business.' Compliant operators generally ensure they understand whether their property meets this definition before determining their obligations under the broader chapter. A 'Property Manager' with administrative authority over such premises is also brought within the chapter's framework, so management companies overseeing qualifying dwellings should be aware of their potential responsibilities.

For Tenants

Section 261-2 defines the types of housing arrangements that fall under New Rochelle's student housing registration rules, which can be relevant to students living in one- to multi-family dwellings with two or more fellow students. If a dwelling qualifies as a 'Student Housing Business' under this definition, the property may be subject to registration and other requirements that could affect tenant protections. Students who believe their housing situation falls under ch. 261 and have concerns about compliance may wish to contact the City of New Rochelle directly or reach out to a tenant-rights organization for general guidance.
