Plain English — not legal advice.
Operators of student housing businesses in New Rochelle should be aware that ch. 261 § 261-4 mandates filing a completed online registration application before—or promptly upon—conducting business in the city. A compliant operator generally keeps all required information current, including fire safety equipment inventories, hazardous materials disclosures, and the designation of a property manager or superintendent who is reachable 24/7 and is either on-site or based in New Rochelle or an abutting town. Once the registration certificate is issued under § 261-4(C), compliant operators display it prominently at the place of business and update their records each semester to reflect current student occupancy and bedroom counts.

Students and others residing in student housing in New Rochelle may find it useful to know that ch. 261 § 261-4 requires their landlord or housing operator to be registered with the City and to display a valid registration certificate prominently on the premises. The registration on file with the City should identify a designated property manager who is available 24 hours a day, seven days a week, as well as the location of smoke detectors, fire alarm systems, and fire extinguishers in the building. If a registration certificate is not visibly posted or a property manager cannot be reached, tenants can look into contacting the City of New Rochelle directly, consulting a local tenant-rights organization, or exploring other general enforcement paths available under this chapter.
