For Property Managers

Under § 190-52, compliant property operators routinely inspect exterior areas for conditions that could attract or sustain insects, vermin, or rodents — such as accumulated debris, standing water, or gaps in structures that provide harborage. When any such condition is identified, operators generally take prompt corrective action to eliminate the breeding area or infestation. Maintaining documentation of inspections and pest-control measures can help demonstrate ongoing compliance with this provision.

For Tenants

Section 190-52 gives tenants a basis to raise concerns when exterior property conditions allow insects, vermin, or rodents to breed or shelter on the premises. Tenants who observe such conditions may consider reporting them to the appropriate Newburgh code enforcement authority, which has the power to require elimination of the problem. Consulting a local tenant-rights organization can help tenants understand what documentation to gather and what options are generally available under this provision.
