Plain English

Newburgh, N.Y., Code of Ordinances ch. 190 § 190-58 establishes that the exterior areas of residential properties must be maintained at a standard that does not substantially drag down property values in the surrounding neighborhood. The rule covers any objects, materials, or conditions left on exterior property areas that could make nearby living conditions less desirable or reduce the attractiveness of the immediate neighborhood. Both subsections work together to set a baseline of upkeep aimed at protecting the broader community from the ripple effects of neglected exteriors.

For Property Managers

Under § 190-58, property owners and managers in Newburgh are generally expected to keep all exterior areas — yards, lots, walkways, and similar spaces — clear of objects, materials, or conditions that could visibly degrade the neighborhood's desirability or depress surrounding property values. Compliant operators typically conduct regular exterior inspections, promptly remove debris or deteriorating materials, and address conditions before they accumulate to a level that could be characterized as causing substantial depreciation. Maintaining documented records of exterior upkeep activities can help demonstrate ongoing compliance with this provision.

For Tenants

Section 190-58 of the Newburgh Code of Ordinances gives residents a basis to raise concerns when exterior property conditions at their building or on adjacent lots are substantially harming neighborhood desirability and property values. Tenants who observe such conditions may report them to the appropriate Newburgh code enforcement or housing inspection office, which has authority to investigate and require corrective action. Tenant-rights organizations familiar with Newburgh's local ordinances can help residents understand how this provision may apply to conditions they are experiencing.
