For Property Managers

Operators of residential properties in Newburgh are expected to ensure that building interiors remain clear of rubbish and garbage under ch. 190 § 190-73. Compliant property managers typically supply covered metal containers for refuse storage, verify that any garbage disposal units meet City regulations, and take steps to safely store or remove flammable materials from the premises. Routine inspections of storage areas and common spaces help demonstrate ongoing compliance with these interior maintenance standards.

For Tenants

Section 190-73 of the Newburgh Code establishes that tenants have a right to occupy residential spaces that are free from rubbish, garbage, and improperly stored flammable materials. If a landlord fails to provide required covered metal containers or allows hazardous accumulations to persist, tenants may have grounds to raise this as a housing code violation. General enforcement paths include filing a complaint with the appropriate Newburgh housing or code enforcement office, or consulting a local tenant-rights organization for guidance on available options.
