For Property Managers

Section 190-88 of the Newburgh Code places the responsibility for functional, hazard-free plumbing drainage systems squarely on property operators. Compliant operators routinely inspect stacks, waste lines, and sewer connections for blockages, leaks, or deterioration, and arrange repairs through licensed plumbers working in accordance with the City's Plumbing Code. Keeping documentation of inspections and completed repairs is a practice commonly associated with demonstrating ongoing compliance with this provision.

For Tenants

Under § 190-88 of the Newburgh Code, tenants in residential buildings have an interest in habitable plumbing drainage systems that are free from obstructions, leaks, and health hazards. If a stack, waste line, or sewer connection appears defective or is causing unsanitary conditions, tenants may consider reporting the issue to the City of Newburgh's code enforcement or housing inspection office, which has authority to investigate violations of this provision. Tenant-rights organizations in the Hudson Valley region can also help residents understand what options may be available when plumbing conditions fall short of the standard set by this section.
