Plain English

Norwich, N.Y., Code of Ordinances ch. 310 § 310-8 establishes baseline physical and operational standards that every dwelling or dwelling unit must meet before it can be occupied or rented. Structural elements such as foundations, walls, roofs, windows, doors, stairs, and porches must be kept weathertight, rodent-proof, and in good repair. Plumbing, utilities, and other required facilities must function safely and remain continuously available to occupants, with interruptions permitted only during active repairs or genuine emergencies. No vacant unit may be re-occupied or re-let unless it already meets all of these requirements.

For Property Managers

Under Norwich, N.Y., Code of Ordinances ch. 310 § 310-8, compliant property operators routinely inspect and maintain structural components—foundations, roofs, windows, exterior doors, stairs, and porches—to ensure they remain weathertight, rodent-proof, and structurally sound. Plumbing fixtures, water and waste pipes, and all required utilities are kept in sanitary, leak-free, working order, and service is not discontinued to occupied units except during active repair work or genuine emergencies. Before placing a vacant unit back on the market or allowing occupancy, operators confirm the unit satisfies every requirement set out in Chapter 310.

For Tenants

Norwich, N.Y., Code of Ordinances ch. 310 § 310-8 gives occupants a right to housing that meets defined structural, weatherproofing, rodent-proofing, plumbing, and utility standards from the moment they move in and throughout their tenancy. If a landlord removes or shuts off a required service outside of an active repair or emergency, that action is a direct violation of this section. Tenants who believe these standards are not being met may document conditions, contact the Norwich Code Enforcement office to request an inspection, or reach out to a local tenant-rights organization to understand available options.
