Plain English

Section 77-10 of Oneida's housing code places a set of maintenance and conduct responsibilities directly on the people who live in dwelling units, rather than on property owners. Occupants are required to keep their portion of the premises clean, safe, and sanitary—covering everything from plumbing fixtures and appliances to exits and pest control. Notably, the provision also carves out a landlord duty: when the owner supplies cooking or refrigeration equipment, that owner remains responsible for keeping it in proper working order under Section 77-10(H).

For Property Managers

Under Section 77-10, many day-to-day upkeep obligations in Oneida fall on tenants rather than property owners, which can be relevant when code inspectors assess responsibility for a violation. Compliant operators generally document the condition of units at move-in and move-out, clearly communicate occupancy limits, and—critically—keep any cooking or refrigeration equipment they supply in proper operating condition as required by Section 77-10(H). Maintaining records of appliance maintenance and tenant communications helps demonstrate that owner-side obligations have been met separately from tenant-side ones.

For Tenants

Section 77-10 of the Oneida Code of Ordinances outlines specific duties that fall on occupants, including keeping living spaces clean and sanitary, managing pests when only their unit is affected, and keeping exits clear. Tenants should be aware that if an owner provides cooking or refrigeration equipment, Section 77-10(H) places the responsibility for maintaining that equipment in working order on the owner—not the tenant. If a landlord fails to uphold that obligation, tenants can document the issue in writing, contact the local code enforcement office, or reach out to a tenant-rights organization to understand available options.
