Oneida, N.Y., Code of Ordinances ch. 77 § 77-102
Protection against elements of weather
Operative Text
A. Every structure used for human habitation shall be so maintained that it will be weather and water tight. B. Exterior walls, roofs and all openings around doors, windows, chimneys and all other parts of the structure shall be so maintained as to keep water from entering the structure and to prevent undue heat loss. Damaged materials shall be repaired or replaced. All parts of the structure that show evidence of dry rot or other deterioration shall be repaired or replaced and refinished. Such replacement, wherever practical, shall be in conformity with the remainder of the structure.
Section 77-102 of Oneida's Code of Ordinances requires that every residential structure be kept weather-tight and water-tight at all times. Exterior walls, roofs, doors, windows, chimneys, and other openings must be maintained to prevent water intrusion and excessive heat loss. Any materials showing damage, dry rot, or other deterioration must be repaired or replaced, and replacement materials should generally match the rest of the structure where feasible.
Plain English — not legal advice.
Under Oneida Code ch. 77 § 77-102, compliant property operators routinely inspect exterior walls, roofs, windows, doors, and chimneys for signs of water infiltration, dry rot, or structural deterioration. When damage is found, operators arrange for timely repair or replacement using materials that conform to the existing structure wherever practical. Keeping documentation of inspections and completed repairs is a common practice among operators who manage weather-tightness obligations under this provision.

Section 77-102 of Oneida's Code of Ordinances gives occupants of residential structures a basis to expect that the building's exterior — including walls, roofs, windows, doors, and chimneys — will be maintained to keep out water and prevent undue heat loss. If a tenant observes water intrusion, dry rot, or deteriorating exterior materials that a landlord has not addressed, that condition may constitute a violation of this provision. Tenants can generally document the issue in writing, notify the landlord, and contact the local code enforcement office in Oneida to report the condition or explore available remedies through a tenant-rights organization.
