Oneida, N.Y., Code of Ordinances ch. 77 § 77-110
Prohibited practices
Operative Text
It shall be prohibited: A. To accumulate or store on residential premises, except in approved locations, any highly flammable or explosive matter, as defined in the Fire Prevention Code in force in the City, such as paints, volatile oils, cleaning fluids and similar materials or any combustible refuse such as wastepaper, boxes, rags or similar materials. B. To accumulate or store materials on fire escapes or stairs, in stairways or passageways, at doors or windows or in any other locations where, in the event of fire, such materials may obstruct egress of occupants or interfere with fire-fighting operations.
Section 77-110 of Oneida's Code of Ordinances prohibits two categories of hazardous storage in residential settings. First, it bars keeping highly flammable or explosive materials—such as paints, volatile oils, and cleaning fluids—as well as combustible refuse like wastepaper, rags, or boxes, anywhere on residential premises except in locations specifically approved for such storage. Second, it forbids placing any materials on fire escapes, stairs, stairways, passageways, doorways, or windows where those materials could block residents from exiting or hinder firefighting efforts during an emergency.
Plain English — not legal advice.
Operators of residential properties in Oneida should ensure that their buildings comply with § 77-110 by designating and maintaining approved storage areas for flammable or explosive substances and keeping all fire escapes, stairways, passageways, and exit points completely clear of stored materials at all times. Routine property inspections that specifically check for accumulations of combustible refuse—such as wastepaper, boxes, or rags—in common areas and unapproved locations are a standard part of compliant property management under this provision. Documenting approved storage locations and communicating storage rules clearly to all occupants are practices commonly associated with ongoing compliance.

Under § 77-110 of Oneida's Code of Ordinances, tenants have an interest in knowing that blocked fire escapes, cluttered stairways, and improperly stored flammable materials are prohibited conditions in their residential building. If such conditions exist, residents may report them to the City of Oneida's code enforcement or fire prevention authorities, who have the ability to inspect and require corrective action. Tenant-rights organizations and local housing agencies can provide general information about how to document and report these types of violations.
