Section 77-116 of Oneida's Code of Ordinances (Chapter 77) establishes fire protection standards that all multiple dwellings must meet. These requirements cover fire alarm systems, sprinkler equipment, standpipe systems, and portable extinguishers — each of which must be installed, used, and maintained in accordance with the City's Fire Prevention Code. Additionally, any openings in fire-rated walls, floors, or ceilings must be protected by rated opening protectives that correspond to the fire-resistance rating of the surrounding assembly, following the schedule set out in the provision's table.
Plain English — not legal advice.
Operators of multiple dwellings in Oneida are generally expected to keep all fire protection systems — alarms, sprinklers, standpipes, and portable extinguishers — in continuous compliance with the City's Fire Prevention Code, as required by § 77-116. Compliant operators also ensure that any penetrations or openings in fire-rated walls, floors, or ceilings are fitted with opening protectives whose fire-resistance ratings match the ratings specified in the table under § 77-116 (e.g., a three-hour-rated wall requires a Type A, three-hour-rated protective). Routine inspections and documented maintenance records are commonly part of how building owners demonstrate ongoing compliance with these requirements.

Under § 77-116 of Oneida's Code of Ordinances, residents of multiple dwellings have an interest in knowing that their building's fire alarms, sprinklers, standpipes, and extinguishers are properly installed and maintained, and that fire-rated openings are correctly protected. If these systems appear to be missing, broken, or improperly maintained, tenants may consider reporting concerns to the City's code enforcement or fire prevention authority. Tenant-rights organizations can help residents understand how a landlord's failure to comply with § 77-116 might be raised as part of a broader housing code complaint.
