Oneida, N.Y., Code of Ordinances ch. 77 § 77-119
Shutoff valves
Operative Text
A. Gas piping systems shall have at least one accessible means for shutting off all gas supply and such means shall be maintained in good operating condition. B. An easily accessible shutoff valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for gas appliance.
Chapter 77, Section 77-119 of the Oneida, N.Y., Code of Ordinances establishes two related requirements for gas piping systems in covered properties. First, every gas piping system must have at least one accessible master shutoff point that is kept in working order. Second, each individual gas appliance outlet must have its own easily accessible shutoff valve or cock installed in the supply line just before the outlet itself.

Under Oneida Code § 77-119, compliant property operators ensure that every gas piping system includes a functioning master shutoff that remains accessible and in good operating condition at all times. In addition, operators install and maintain an individual shutoff valve or cock in close proximity to and upstream of each gas appliance outlet throughout the property. Routine inspections of these valves help confirm that none have become obstructed, corroded, or otherwise inoperable over time.

Section 77-119 of the Oneida, N.Y., Code of Ordinances gives occupants a basis to expect that their unit's gas piping includes both a master shutoff and individual appliance shutoffs that are accessible and functional. If a shutoff valve is missing, blocked, or in disrepair, that condition may constitute a code violation that can be reported to the appropriate local code enforcement or building inspection office.
