For Property Managers

Property owners and managers operating in Oneida should be aware that Chapter 77, § 77-3 extends the city's housing code broadly across residential property types, including single-family homes, two-family dwellings, rooming houses, multi-unit buildings, mixed-use buildings with residential occupancies, and associated accessory structures. Compliant operators generally assess whether each property they manage falls within this scope and apply the chapter's standards accordingly, while also checking § 77-4 to identify any applicable exclusions. Keeping clear records of property type and occupancy classification can help demonstrate that the correct regulatory framework is being applied.

For Tenants

Under § 77-3 of Oneida's Chapter 77, tenants living in a wide range of housing types—including apartments in multi-unit buildings, rooms in rooming or lodging houses, and residential units within mixed-use buildings—are generally covered by the city's housing code protections. Tenants who believe their dwelling or its accessory structures do not meet code standards may consider documenting conditions and reaching out to the appropriate local code enforcement office to inquire about the applicability of Chapter 77. Tenant-rights organizations familiar with Oneida's local ordinances can help residents understand whether their specific housing type falls within the scope defined by § 77-3 or is excluded under § 77-4.
