All such equipment must be kept in good working order. Gas-burning cooking appliances must be permanently installed and connected using approved piping or flexible tubing connectors, and solid-fuel-burning cooking equipment must have properly vented combustion chambers.
Plain English — not legal advice.
Under § 77-51, compliant property operators ensure that every dwelling unit has working cooking and refrigeration equipment before occupancy, and they document in writing any agreement that shifts responsibility for providing that equipment to the tenant. Operators who supply gas-burning cooking appliances verify that those units are permanently connected using code-approved pipe or flexible tubing connectors. Landlords also confirm that any solid-fuel-burning cooking equipment has an appropriately vented combustion chamber, and they maintain all cooking and refrigeration equipment in good operating condition throughout the tenancy.

Section 77-51 gives tenants a right to a dwelling unit equipped with functioning cooking and refrigeration equipment, and it requires that any arrangement placing the burden of providing that equipment on the tenant be documented in a mutual written agreement. If equipment covered by this provision is missing, improperly installed, or not maintained in good operating condition, tenants may have grounds to raise a code violation with Oneida's local code enforcement office. Tenant-rights organizations can help residents understand what documentation to gather and what local complaint processes may be available under ch. 77.
