For Property Managers

Under Oneida, N.Y., Code of Ordinances ch. 77 § 77-59, compliant property operators generally conduct routine inspections of grounds and structures for signs of pest activity and engage licensed exterminators who follow accepted industry practices. They install and maintain self-closing devices or screens on building entrances and ventilation openings each season between May 1 and November 1, and ensure basement windows and low exterior openings are fitted with wire mesh or equivalent materials where rodent risk is present. Operators also seal cracks, holes, and structural defects on exterior surfaces to prevent vermin entry, keeping documentation of maintenance and extermination activities as part of ongoing property management.

For Tenants

Oneida, N.Y., Code of Ordinances ch. 77 § 77-59 gives occupants of residential buildings a basis to expect that their landlord will maintain the property free of insects, vermin, and rodents, and will provide proper screening and sealed openings as required. If a tenant observes pest infestations, missing or broken screens, unsealed gaps, or a lack of self-closing devices during the May 1–November 1 window, these conditions may constitute code violations that can be reported to the local code enforcement or housing authority in Oneida. Tenants may also wish to consult a tenant-rights organization to understand how a documented violation under this provision could be relevant to habitability claims or other remedies available under local and state law.
