For Property Managers

Under ch. 77 § 77-75, property operators who provide heating equipment are generally expected to ensure that all automatically operated heat-producing systems are equipped with functioning safety controls—including flame-failure shutoffs, high-temperature and high-pressure cutoffs, low-water cutoffs on steam boilers, and gas pilot or burner shutoffs. Compliant operators typically schedule regular inspections and maintenance of these safety devices to confirm they remain operational. Keeping records of inspections and any repairs made to relief valves, controls, and cutoff mechanisms is a common practice among operators seeking to demonstrate ongoing compliance.

For Tenants

Section 77-75 of Oneida's Code of Ordinances gives occupants a basis to expect that heating equipment in their building is fitted with the safety controls the provision describes, including fuel cutoffs and pressure-relief devices. If a tenant has reason to believe required safety devices are absent or non-functional—such as observing a malfunctioning boiler or gas appliance—they may consider reporting the condition to the local code enforcement or building inspection office that administers ch. 77. Tenant-rights organizations and legal aid services can help residents understand what documentation to gather and what local complaint processes may be available.
