For Property Managers

Operators of mobile homes or mobile home parks subject to § 149-54 generally keep interiors—including floors, walls, ceilings, furnishings, and fixtures—clean and sanitary, and ensure exits are never blocked. Compliant operators provide appropriate refuse containers, install self-closing devices or screens on entrances and ventilated openings from May 1 through October 1, address pest issues using accepted extermination methods, and store flammable materials in approved containers and locations. Maintaining documentation of pest control treatments and routine inspections can support a record of ongoing compliance with this provision.

For Tenants

Under § 149-54 of Oswego's Code of Ordinances, tenants living in mobile homes have an interest in habitable conditions that include clean interiors, unobstructed exits, proper refuse storage, seasonal pest screening, pest-free living spaces, and safe storage of flammable materials. If these conditions are not being met, tenants may consider contacting the City of Oswego's code enforcement office to report a potential violation. Tenant-rights organizations familiar with local housing codes can help residents understand the general enforcement paths available under this provision.
