Plain English

Section 149-56 of Oswego's Code of Ordinances establishes baseline utility infrastructure requirements for mobile home courts. Every such court must be equipped with water supply, sewage disposal, and electrical systems that are sized to handle the maximum number of connected mobile homes. Where public water or sewer systems are unavailable, private alternatives must receive approval from the appropriate State, County, or City Health Department, and sewage may not be discharged into New York State waters except under special authorization consistent with Article 12 of the New York State Public Health Law.

For Property Managers

Operators of mobile home courts in Oswego are expected to ensure that all utility systems required under § 149-56 — water, sewage, electrical, and gas where applicable — are engineered with sufficient capacity for peak demand across all connected units. Compliant operators typically obtain Health Department approval before relying on any private water or sewage disposal system and maintain documentation of that approval. Gas-piping systems, if installed, are generally designed so that pressure remains adequate even at the connection point farthest from the supply source.

For Tenants

Residents of mobile home courts in Oswego are entitled to utility infrastructure that meets the standards set out in § 149-56, including potable water under adequate pressure, safe sewage disposal, and sufficient electrical capacity. If a tenant believes these utility systems are inadequate or unsafe, general enforcement paths include filing a complaint with the City of Oswego or the applicable State, County, or City Health Department. Tenant-rights organizations can help residents understand what documentation to gather and which agency is best positioned to respond to a specific type of utility concern.
