Plain English

Peekskill, N.Y., Code of Ordinances ch. 155 § 155-6 establishes integration standards for affordable and workforce housing units within residential developments. In single-family developments, all units must look and be situated comparably to market-rate homes and must be spread throughout the development in proportion to bedroom count. In multifamily buildings, affordable and workforce units must be physically woven into the overall design, must not be visually distinguishable from unrestricted units on the exterior, and must share the same entrances as market-rate units rather than being segregated through separate access points.

For Property Managers

Developers and property managers operating under ch. 155 § 155-6 generally ensure that affordable and workforce units are dispersed throughout a development rather than clustered in a separate section, matching the bedroom-count proportions found across the rest of the project. Compliant operators design exteriors so that no unit can be identified as affordable or workforce housing by its outward appearance alone. In multifamily buildings, operators avoid creating dedicated entrances for affordable or workforce residents, instead providing shared entry points consistent with those used by market-rate tenants.

For Tenants

Residents living in affordable or workforce units in Peekskill developments are entitled, under ch. 155 § 155-6, to housing that is integrated into the broader development rather than visually or physically set apart. If a tenant believes their unit has been placed in a segregated section, given a distinct exterior appearance, or assigned a separate entrance in a multifamily building, that may constitute a violation of this provision. Tenants who believe their rights under this section are not being honored can document the conditions, contact the City of Peekskill's relevant municipal office, or reach out to a local tenant-rights organization to understand available options.
